Those strips are pretty much worthless man I'd get an API master liquid kit. Can get one on ebay for like 30 bucks.

Without ferts or C02, your going to be very limited. You could keep some types of swords, anubias, crypts, and java fern/moss. If you are fine with that, I'd say get a crap ton of those plants and go to town, with the right light cycle on t5's you can get them to grow. Play with more/less hours until you get it down.

Personally, I'd recommend just doing a DIY C02 system and dosing flourish/excel. Super easy and cheap, and will get you better results, plus you can grow more plant species.

Do a little research, it's very easy. You will have to put new stuff in as the co2 production slows down. Will take you about 5 mins to maintain.

The light and emperor 400 will work just fine...but for better circulation, I'd throw in a wavemaker or better yet for $41.99 from Dr. Foster and Smith, I'd throw in another emperor 400. As for substrate, if you plan to use one for plant growth, no need to cap it with sand. I use Fluval Stratum but the best would be Amazonia. Fertilizer in the water column is necessary and ferts in the substrate optional. CO2 is a good investment. You'll need a CO2 tank, a regulator and a diffuser. A diy co2 reactor would work better than any diffuser and will easily attach to any pump or canister filter if you want to use one of those FX6. Sounds complicated but really not. Lights on at least 6 hours. Loading up will plants will help control algae issues. Probably best to start with an empty tank with new substrate and add water slowly.
