That's a really nice enclosure u got there for ur torts.. Im planning on making something like that.. I plan to pick up a star tort by the end of the month...

It is a bulb its a ceramic one, it emits heat but not light,

Why not get a heat lamp that omits UV? And get rid of the fluorescent bulb and the ceramic?

When ever we use bulbs they always blow, and im not sure if you can even get heat bulbs that emit UV and way this setup has been working for just over a year.

Mine always seem to burnout quickly as well....
