They don't care if kept solitary, in pairs or in groups as long as there is enough space for all of them.
 
Nice little critter, my buddy bought one for his girlfriend on her birthday, first time I ever saw one in person other than the toronto zoo.
 
I'd suggest getting a 20L tank for that lil' fella. It will grow larger trust me. I know that they may not seem active right now. But they "can" be active and need the space to move. I wouldn't make the water deep. That's why I suggested "long tank". a "current" is fine in the tank as it oxygenates the water more and these take oxygen from their gills which are those red frills you see. They are a tad messy so keep up with the water changes of course and umm I'm not sure they're really a coldwater species....
