Different places have different laws, but I think generally across the board is "if it's your property, they have no say" unless the animal isn't supervised, not in an enclosure that keeps it on your property, etc.

You should make this a daily event just to irritate that lovely female dog. ^_^

Be careful of your local bylaws though, then you might get in trouble if big constrictors are prohibited.

i agree, just ignore her.
i had a problem like this when i got a pitbull puppy last year.
my neighbors could be a whole other thread !! but i just ignored them
and now they ignore me.
