That It looks 3" max. Its the unproportionate eyes that throw me off. Those are way to big for its size. Very stable colors though

I think it should still grow. Give him a large tank with some hieght to give him some vertical growth. I've gotten various dats like your situation and they doubled in size in a few months. Keep an eye on it and power feed it. The mid level of the fish looked really sunken which isnt normal. Try to give it some market shrimp and check for parasites. Especially internal parasites. he's bulking out nicely, and seems he has always been stable, even when in the fish shop. Seems your feding the right food now.
I have always fround: prawn, Lance fish and bloodworm daily, with beefheart 1 every 2 weeks, really helps bulk up my tigers.
