the blue lever on the filter is to let air in to mix with the filtered water. besides the filter pad their should be another plastic plate in there. they call it a bio grid for growing bacteria. google millineium filters thats what you got hope this helps

Well i dont know how much they are in the states, but here in australia they go for a lot, a guy was selling a 17cms snowball pleco (L102) on plecofanatics.com for $700! So yes, they are special indeed
