You know, I have never really seen a 75 gallon tank. It looks like a very good size. What are the dimensions? I can't wait to see it up and running with whatever you decide on. I have one suggestion. On one of my tanks, I put my heater in one of my back corners. On another tank, I put my heater like yours in the middle of the tank, but about 1 inch off the gravel so it won't be as noticeable. Anyways, remember to post pictures of whatever you decide on. The Doctor.
 
The plant you were asking about in the third photo is called "foxtail" or Ceratophyllum demersum. As it doesnt have roots it shouldnt be planted and will fall apart in warm temperatures. It is particularly good for removing nitrate and grows well in strong light as a floating plant. A similar looking rooted plant is cabomba although I dont know if this is an allowed species or easy to get for you. A firm favourite of mine is water sprite or Indian Fern - Ceratopteris thalictroides. Very easy to grow and provides good cover for fish.
