We can help... I really couldn't tell you what to do for it but remove points objects, padding the walls may be a bit dificult. Also maybe give him something to hide in. I would take any other fish that are in the tank out because he could injure them easily... Maybe you can post some pictures? The only thing I think you could do is get the koi back and make it to them two are the only ones in the tank.

That's not really a good combo to begin with..
I've heard PACU are generally passive- there has to have been something going on to have him eating the koi's fins.

You could always make a small pond for the pacu and get the koi back and put them two in there. Best of both worlds the pacu would have the koi back and have something he can live the rest of his life in and you would have a 400 gallon with just a GT in that you could stock the way you want.

Did the pacu have lots of goldfish over the years leading to a thiaminase overdose, a Vitamin B1 deficiency and neural issues?
