My Pacu is going to die, please help!

Okay everyone is saying salt and temp. I'm going to add salt now according to the directions. As far as temp, right now it's at 77-78. What should I raise it to?
 
Basic first steps for me when I see issues with my fish is to raise the temp to approx 86 deg and add some aquarium salt. 1 tablespoon per 5 gallons should do...
 
Also to note you should slowly raise the temp up to 85-86...no need to add additional stress on the fish. Adding some stress coat should help too...
 
Yup, when increaseing or decreasing temps you do it slowly, never jump several degrees in one shot. Do about 2 degrees at a time. Maybe every hour or 2.
 
So no meds, then? One eye is covered with cloudiness so bad he can't see out of it and his fins are frayed. Besides that, his body looks ok but he looks awful floating belly up like that. I can see his breathing is almost non-existant. If he pulls through this I will be suprised, but I know he is a hearty fish. It's hard to not use the maracyn knowing he might need it, but how do you decide?

if you had a powerhead, you could hold him in front of it.
Help his breathing out.
