Maybe you're just feeding it properly
I've kept and bred pairs in a 3x1x1 with no worries. Some species you could probably do smaller, some you could do bigger. I always see it as common sense really, if there is enough room for the fish to move around happily and its not cramped and have a territory etc, and the bioload copes then great.
