To wean him onto dead foods, try feeding him two live feeders, followed by a dead one. After doing so for a week, start gradually using more dead feeders than live ones until he's taking dead feeders. Then start mixing freeze dried foods in with his dead feeders etc...

I suggest against ever feeding feeders to your puffer. Feed live crabs or earthworms, if you have to feed it live foods & then try your best to bounce dead ones off a string. I've gotten mine to eat people shrimp off strings (soaked in garlic), within 3 days usually.
That puffer doesn't look too good... I'm glad you learned from your mistake.
