yeah sounds like your house is likely too cool and the pad would go nice with your lamp,i use a regular bulb for mine but my house stays warm too.I was just making sure on the water thing because it would be nice to know if its drinking or not but the other poster says it is so i guess hes been over to your house and saw it,lol.At nite your temps may be getting too cold and your lamp may not be good enough to warm him out of it the next day.Try the pad like the other dude said so it stays on at night.These things are very important to do so read up as much as you can and dont keep putting it off to long or youll kick yourself if something does happen.Dont stress out yet just fallow the steps these guys are giving you.They care about your herp.

He will find where to drink, but I often hand water when they are out... sometimes they will, sometimes they won't depends on if they are thirsty I suppose. If your that worried about it, but the water source along the edge of it's cage- they follow outskirts of objects so will run into it for sure.
are you ok,i just observe my herps when they are new usualy at night when most active that they arent like some bearded dragons where you need to practicaly shove their face in the bowl for them to realize the water is in it .Normaly if i feel it may not be drinking i holt it so its mouth gently touches the water and ive done this before with snakes and they start drinking right away.I had water available for my corn but when i sparayed the tank once he started acting like if he didnt get all the water off the leaf he was dommed.If you never had this happen then fine but i have and thats why its nice to have more than one person replying to threads like this.

Yeah, I watch all of Al's videos... wish I could copy them to my comp. He waters many of his snakes- there's vids of him doing it to most, but he also has quite a few species that don't really drink from water bowls and so he doesn't bother with it and waters a lot of them manually. He claims it helps to build his keeper-snake trust, which I'm sure is true.
