While a basking area is nice it should not take up much of the tank since they do not bask as much as other turtles.
I would start it out in small tank or even plastic tub. If you go the route of a plastic tub you can either filter it or just dump and fill the water. They do not need a heater if kept at room temp. They do NOT need to eat live food, most of them will take to pellets or frozen food very easily. They can tame down rather nicely if handled periodically. they are a very hardy animal as well.
As for filtration, that depends on how often you want to change the water. They can be messy if fed live food. As stated above they do not need live food, and a pellet diet with treats of frozen fish or shrimp will be a lot less messy. As they get larger they will most anything.

Good luck with them, they are a great animal. Keep in mind they get large and are very intimidating looking. They do not require the huge tank that fish do since they aren't really big swimmers. They tend to float alot or walk around the bottom of the tank. They Will require a large tank, but a 100g would last one quite a long time.
