I got two NTTs that I bought at the same time. They were of the same size as well. One of the NTTs was immediately stable after I dropped it in the tank and the other wasn't. The unstable one grew faster than the other one though and up to this day remains unstable. I'm hoping it becomes stable in the future. By the way, they are 8.5" and 6" small.
What I was saying is that it really depends on the fish. But if you really want them to be stable, follow the advices above. Also, according to John, a lighter background might help as well. But it all depends on the fish and we absolutely have no idea how they decide to be stable...
