Your need more filter power, I would get a canister filter like an eheim or rena and fill it will bio material and leave the carbon out. Start adding cycle or bio booster daily until the new filter in established. One more thing when getting a filter just because it says it's good for 75 gallons doesn't mean it is. Knowing this I would recomend adding a filter rated for atleast 150 gallons. Rays make alot of waste which means big filters and regular 35-50 % weekly water changes.

one other reason might be that your water supply is treated with chloramine. If you treat chloramine treated water with a dechlorinator, it will leave the ammonia. It may take some time for the bacteria to consume it. How long after the water change did you test it, and what is the ammo reading now?

With the stingrays and discus, you need to get some Bio Spira, a bigger filter and do lots of water changes until everything gets better. They are both sensitive and personally, I am surpised they have survived that poor of water quality. Also, please look into getting a bigger tank for that ray.
