The only tilapia with regulations is the spotted tilapia. Yours is a blue male. The females are mouthbrooders and I have never seen a wild female, likely they are in the deeper water...
I believe in FL it is illegal to transport tilapia wile they are alive. I to live in FL and catch nile tilapia all day all ranging from 16 inch to 19 inch but i kill them before leaving my hole and bring them home to eat.
