I agree with the catostomidae recommendation
I have a northern hog sucker (Hypentilium nigricans) and a white sucker (Catostomus commersoni) and they sift through the sand for a good portion of their day.
Also I had a spiny softshell turtule and he would burrow and poke his head out, between that and walking along the bottom he did a good job of sand movement as well.
