Both my mudminnows and sculpins eat rosies and small goldfish, but spend most of the time lurking when they aren't feeding. My mudminnows don't show any breeding behavior unless I overwinter them in my garage.
If you want active fish but still want to keep sculpin, larger darters like black sided and logperch would go nicely with sculpin in a stream style tank although you might need a larger tank as they approach adult size. Mudminnows IMO are best kept in a large community where other fish form the center of attention or in a small planted species tank with a bottom dweller or two.
While mudminnows are my favorite north American native, for what you want in your tank I would recommend darters, they're an awesome mix of interesting social behavior, feeding habits and attractive coloration at modest sizes.
