Need advice about lowering Nitrates

I went to bare bottom tanks, gravel beds are notorious waste traps.
Plus on my very overstocked tanks or nitrate sensitive fish . And because my tap water contains nitrates as well (20-40PPM)

I use..

Tetra or Instant Ocean Nitrate reducer(same product)

Thanks all for the replies. I know my nitrates are not coming from the tap. I have tested it and it's 0. I am going to increase WC and try a nitrate remover in my filters. I think I can get them under control because it's not like they've risen as I add stock. They've always been on the high side, but I've never really worried about it because Prime is supposed to lock up Nitrates. Now 2 of my Severums have paired up, and I'd love to see some fry, but I don't think they'll do their thing with high nitrates.
