The only person I've heard back from so far said it's likely a genetic mutation (which would mean piebald makes sense) or a disease... he did not think it's a new species.
Based on location, what color I can see behind the face, and the size of the eyes, I bet it's a G. javanicus.
Update (I wish they'd let you edit posts) - It may be Gymnothorax breedini, a pretty rare species, even rarer if it has a mutation. This comes from a friend at wetwebmedia, so I can't take credit for the ID, but if you google it under images it does bare a resemblance.
