My vote is still a Red Hook that might have a deformed mouth of some sort, but either way it's Red Hook that is just either crossed with something else or deformed. Not all look like that pictures you see in a book or on the net

The last thing I know about them is that they are wild caught and came in mixed with fasciatus. Have 2 of them like that, 1 at 8 inches and 1 at 9 inches along with a fasciatus. Looked similar when they were 3 inches.
