The first one is definitely not fin rot. I've had the same thing happen to some of my fish and once it finally kicked the bucket, there was no outbreak of any disease.
But I understand not wanting to put it other tanks. Every system is different and you run the risk of introducing SOMETHING into a tank.
Personally, I would put that first fish out of its misery.
