i have 2 marineland 200s, with 2 filter pads each

Filter floss is the stuff you can buy by the bag at a sewing supply store, for stuffing pillows & such.

so how would i use filter floss?

With filter floss, just simply grab a chunk and pack it tighly into the filter. Make sure the water touches this first and not the filter pads. Change and whenever needed. Most bags are measuered by weight, and a pound of filter floss will last you a long time.

I have never been happy with play sand and i have tried it SEVERAL times

Just remember, if your sand is deeper than 1", you're going to have to thoroughly stir that sandbed every week, making that "dust" come back.
