Need help catching a bullhead catfish in SoCal

Is this for all fish even non-game fish? How did you get caught and what did you get caught with??

Yes it mean all fish, included non-game fish. Conservation officer was hiding in the woods while I caught a dying injured sucker with the hands. I guess you can't fishing with your hands that do not mention in the fishing regulation book.
