the warmer the water the less dissolved oxygen there is. Chemistry rule so im assuming it is normal behavior for a fish in that environment

You could try to airate the water by somehow trickling it like in a trickle filter over the drip plate, basically expose more of the water to the air. I've had fish do the exact same thing when they were stricken with ick and they did get better, however, the rapid breathing does stress the fish immensely, so increasing the available oxygen will slow the breathing some.
