u need an ammonia source in order to cycle a tank. gravel and water from an established tank will not cycle a new one. the bacteria require ammonia to survive and without it in the tank they starve. i recommend going down to the drugstore/hardware store and picking up a bottle of ammonia, its about $2 for a large jug.
