Well I am afraid It doesn't get any better. Due to the neglect of the previous owner, and by your pic and description, sounds very much like your jardini has a form of septicemia referred to unofficially as "lionhead septicemia". It's still in the relative early stages but it spreads quick and can kill. If treated early the fish can survive. The treatment is to bombard the fish with course antibiotics. Tetracycline or Sodium nifurstyrenate(japenese yellow powder) is what is used to treat, and the treatment can take several weeks. If the fish recovers, they often have permanent disfigurement.
