Activated carbon doesn't help against insufficient biofiltration. What the guy needs is a better filter or fewer fish. Carbon is humbug in this scenario! I think it's you who should do some research outside of vendors' websites. Try a quality book like Mergus Aquarium Atlas, or simply browse or search MFK.
