Pipefish are a bad idea. It will not be able to compete with the others.

I don't mind if the shrimp get eaten I'm going to probs breed them for the fish to hunt out and eat
im not sure though I can buy them for 75c each instead of 2.50 dollars each

Try Ornate Catfish fairly rare but not that pricy check aquabid bluegrassaquatics and petsolutions

Or if you can find one the South American Puffer which stay 6" and are completely friendly

So they won't eat any existing fish and they aren't brackish?

Pipefish are extremely slow eaters. Even with target feeding it will be out-competed.
Ornate catfish will eat everything in that tank with ease. They have enormous mouths for their size.
South American puffers are a bad idea, they will shred every fishes fins, and eat the shrimp. They sometimes work in fast moving communities, but your cats are easy targets. But they are completely freshwater.
