need piranha help please!

im sorry like i said im a newb, when you said parameter i thought you were talking about perimeter of my tank. Honestly i dont no the parameter of my water. i figured if i kept the water clean and clear it would be fine. but lately after my research im seeing that i really need to do that.
ive been raising my rb since they were 1 in, i started off with just the over top filter because of what the people at the store told me witch now i see had no idea of rb keeping. im so happy i didn't kill them....
im going to the store sometime this week to get something to test my water and a power head. do you think the power head will help my tank?

a power head would help add current in the tank thats about it. some may have attachment that allows you to attach a small filter foam to it.
get the solution vase test kit if you can, more accurate that those strip type. API Freshwater Master kit is what I use.

the current that the power head creats is that to keep the dirt and food and such from settling so the filter can pick it up?
or is it just to make the fish feel at home?
