I would say to ease up on the water changes, because you've got to give your tank's bio time to settle. If you can borrow filter bilge from another established tank, or better yet use some media from one, you can also speed the process along. Doing big water changes (50%+) actually slows down the process for your filter to establish itself, and it might even be taking steps backwards. Use some Prime, maybe some Biospira or Turbostart to get things moving along if you don't have established media.

Most importantly, don't panic. Just make sure to keep feedings small but relatively frequent, and keep an eye on the rays to see how they are reacting. Other than that, sit back and enjoy the tank as the bacteria do all of the work for you. :)
