The eye size was the only hint that prompted me to suspect stunting is likely. It's a standard bodied oranda, not SB. He'll be fine but I don't think he may have the potential to grow beyond 6" which they normally should.

When they're small 29g its fine, as they grow they'll need a little more space to just waddle around. I remember my goldfish as a kid, when it got big like 8" big my 15g tank was just too small for it to even enjoy life, it just sat around and didnt play in the gravel or do anything anymore. Lack of vertical height as well 
When time comes remember they are stream fishes by nature, give them some current and if they dont play in it or dig in the substrate for 1/2 the day you'll need a bigger home for them.
