Need Tank Build suggestion

Hey guys, i have a tank build its going to be 2m x 76cm x 76 cm (LxWxH) , and my client wants two 2" holes on the side, placed on the 2m pannel siding, on the middle bout 4 inches from the base, is this safe?

I would say no as there is alot of outward pressure from there. But I'm sure someone with more drilling experience than I will come along.

Should be fine. Holes for closed loop plumbing on the bottom panel/Lowe sides is a pretty common thing.

A good rule of thumb is that you want at least 1.5x the diameter of the hole from an edge or from another hole. So on this case the 4” distance from the bottom should be fine. Make sure to leave ~3” between the 2 holes as well.
