I would say its a young peninsula cooter Pseudemys peninsularis, Florida cooters look a tad diferent but even to it could be just that considering the diversity of padrons they exibit. Feed it lots of veggies and keep it warm. The white patches on the shell are normal and non related to hillness. They are simply caused by the turt being kept without the oportunity to dry when basking, it will clear nicely next shed.
 
I thought it looked like a Peninsula Cooter at first but the circles on the marginals look like what a Florida Cooter has.
