i have 10s and 20's and a 55 i put him in a 20 long for now and fyi the nearest wal-mart is out of state from my house bout a hour drive to maryland. and the clossest wal-mart across the bay i have to pay 17 bucks to get there not figuring fuel and time its bout a 1h 30m drive if i go across the bay see the delema ?
I guess the arro fell out of the sky? since everything is so hard to get to and so much trouble that it is causing you all this frustration about getting a hospital tank and or taking good care of a sick fish.

 not a problem.

Does your aro have one or two cloudy eyes? The other fish in the tank it was in, what do they look like?

For now my original advice still applies,
Keep water clean, nitrates below 10ppm and one tablespoon salt per 10 gallon water with the temp at 84 dgrees.
if no improvement over a few days then medicate.

its one eye and the others seems to be going too.. its just not qutie there yet.. as for the oscars and the baby green saum there eys are looking fine iv read that aros are way more sinsative to ph spikes and water conditons than oscars soo im testing the water tomarow and the fish has been removed from the tank for now and is under observation

Cloudy Eyes
This can be caused by:

Eye-injury as a result of bad handling
Contaminated water
Symptoms

Initially, one eye may appear cloudy. It then becomes moldy as though a membrane is hanging over it. Eventually, the eyes may swell and are covered with blueish white foreign matter. At this stage, if they are not treated may result in death or blindness.

Cure

At the initial stage 1/3 of water should be changed and coarse salt should be added.

Water temperature should also be increased to 30°C to 33°C. Observe for 2 days. If condition improves, water should be changed every third day (1/4 of water) and more salt may be added until complete recovery. At the intermediate stage, medications may be needed to bathe the fish in. Such medications will have their own instructions to be adhere to on application. When eyes become moldy, recovery may take 3 to 5 months. If swelling subsides, medication may be reduced or stopped eventually. After recovery, eyes may appear smaller but that should be normal.
