I figured it out today. I read the instructions for the test kit again and I missed the part where it said to shake the #2 solution bottle for at leat a minute and a half before adding the drops. I've always shaken it before but only for a few seconds. This time I did it for the full minute and a half and I got a reading of 20ppm
