I usually bag them up like they are going to the lfs, but 20-30min is extremely fast for a poly to die of oxygen lost. They should of survived that, I'm sure you are going over and over in your head the possibilities. Thats tough nice looking del you had there too. Sorry for the loss man.
Los Angeles water has Chloramines, not Chlorine..
