good deals might pick up a ac70 and possibly the xp3 but i have a question would i be able to set up the xp3 on to a tank that is drilled to have a sump set up instead of buying a sump?

this should be no problem, you can either cap off the bulkhead on the return, or plumb the filter through the holes. i would still look into getting a sump for the tank tho, and prob use the xp3 for mechanical.
