20x20 will do for a 8x10x3 ...you'll have a bit left over that you will trim off...
If you built a 7 x 12 x 3 pond, you could get a 15x20. That would cover the inside of the pond with 1 foot to overlap the top for anchoring it in place...
 
wood would be better. pond liner will cost you about $300+, and the filter also can run you about $300 as well.
 
18 x 16 would be the minimum size this would give you a foot overlap all round you may want more than that. Thinking of building a pond next summer so will watch this with interest

60 mil would be a bear to work with in that small of an area...

As far as your frame goes,
I'd need a close-up of the joint detail...you have enough board feet there...let's see it up close...
