Normal captive RTC in adequate care (without chasing champion growth) will be 1.5'-2' in one year starting from an ~2"-er. 2'-2.5' in 2 years, ~3' in 3 years, ~4' in ~10 years. The normal (and should be expected) life span is 25+ years in captivity.

16'x8' is too small for a 4' RTC, IMHO. I am with Karl but 20' round pond would be a minimum I'd provide unless you want a sedentary, sad fish.

I've been playing with the idea of getting a rtc. I'm aware of their size and costs. I like the idea of challenging myself to upgrade tanks and figure if I can find 2-3" rtc I'll be at a good start. I'm thinking this will be a fun challenge for me. Any input or tips for me?

So, are you able to refine your veiled OP and pin point what kind of input or tips you are asking for? Because, as I stated, I'd think those links combined say all there is to say. But I've been wrong before and more than once :) It sounds like you know precisely what you are doing and your heart is set on doing it, so what's the problem? Go for it, bro, and make a real nice, educational grow-out thread for all of us :) just think too about the fish's well being, not only a fun challenge for yourself :)

100 gallon would be good for a year, year and half, then you need something longer and wider.

8 by 4 is a reasonable solution after the initial grow out, and most cost effective step up, rather than investing in a series of wide tanks.

I'm curious how 100g will be big enough for a year?.. I had one from 3" that hit 22" in 8months.. that was in a 6.5x30inchx2ft.. he looked too big in that and I put my pond plans on hold so I rehomed him...
16x8 would be ideal if you plan to house with other, large fish (which is the general plan. As far as I'm concerned. What's the point of buying a fish if you don't plan to keep it long term? especially a personable fish such as a rtc? doesn't really make sense to me..

If you plan to just sell it then in reality, you've just bought it to say "Yeahh man, I owned a rtc!"

I hated having to rehome mine but I decided to focus my funds elsewhere for the moment and so made the decision which was best for him... just my two cents

if you are going to do it you should fork out for a platinum rtc imo, why have a regular rtc if you are going to spend 1000's building a visually pleasing enclosure.
 
most wont exceed 3.5ft from my research, they dont all hit the world record of 5ft. fish are like people they can hit 7ft but average is 5.8ft........... get a platinum or a nicely formed sb...

also an 8x4 will do for many years.. my lfs has a 34 incher thats 10 years old, he lives with a 2 ft black pacu in an 8x5x4

Yes, most do not exceed 3.5' b/c they are not kept as well as they should have been.

And you give a good example of this, IMHO, bad practice (I understand it housed so it is attracting customers but I don't think this justifies it) - 3' RTC in 8'x5' = 1-2 flaps one way, turn around, 1-2 flaps the other way. It's a 2000 lbs Clydesdale in a 20'X10' barn for life, or a 300 lbs Mastino Neapolitano in a 10'x5' bathroom for life.

SB is an abomination IMHO and very prone to disease and "suffering" being stuffed with the same size internal organs and a multi-folded backbone in a short body... all for "our" pleasure.

8x4 will do for 1 year until it hits 2' TL, IMHO.
