He's not saying hand movement would help, he's just saying that a tripod makes no difference, since the movement of your hands is negligible when compared to the movement of the fish ;). Also, if your lens has VR or VR-II, than almost all (if not all) hand movement is compensated for.

If you want sharp pics, get a flash and position it above the tank ;) (and get a chord or equal for firing it remotely, I don't know if D5000 has commander mode for flashes).

Exactly, photography is about light.
