It's generally agreed by most people nowadays to get new discus into clean water as soon as possible. Float the bag in the tank for 20 mins., open the bag, place the fish in the tank, and discard the bag water. This is known as "drop and plop". They seem to recover from the stress of shipping quicker, and without the risk of ammonia burn. You should also quarantine new fish. Good luck with your new pigeons. :D
even better to lower the water temperature in your tank within a couple of degrees of that of the water in the bags they come in and then put on the heater. This way there metabolism only gets back to normal when they are already in the tank rather than start them while they are still in the bags
