The smell is from the stagnant water in the container. That's a great way to wipe out a tank, introducing that all in one blast.

There are three different types (typically). light duty (the most common), Heavy duty, and Anti Microbial.
The anti microbial is the only kind that has anything added to the filter. It's used to take out bacteria, mold, etc. It should be clearly marked on the filter, and I wouldn't recommend using them.
