Ok so our tank has been up a mth no fish waiting till cycling is finished before adding anything. We had 2 hang on back filters on it an now we switched to a Eheim 2217 last night an now my water at the top looks as if there is oil or something? Any help would be appreciated. We have a 65 gallon tall tank.

The oily substance maybe from the Stability but not certain never used the product.
Is there any surface agitation in the tank.
An oily film can occur when the water surface is not being broken up sufficiently.

Besides using stability, what is the source of ammonia?
Did your surface agitation change when you put in the canister filter?

I have used prime also. Yes it has changed from HOB where the water was like a waterfall to nothing pretty much.
That's your problem there then.
Surface agitation allows the film and oil to break up and get washed Into the filter.
You need surface agitation not only to break up the film on top but to airate the tank.
Add an airstone or increase power on filter.
Put the output above the water surface so it splashes air into the water
