Yeah if you removed the hob filters then you're probably lacking in surface agitation. Agree with others you should position the output so it oscillates surface to break up oil slick.

Also recommend a couple heavy water changes in the span of a week.

has been asked but not see an answer, what is the food source for creating the nitrate cycle, whether ammonia or adding fish food every day, whether fish in or not. the bacteria need something to eat/convert. no food, no bacteria colonization of the bio filter.

As for the sheen, I would have left the HoB on with the canister, or at least one HoB, redundancy a good thing when it comes to filters and heaters. placing the spray bar from the canister should clear up the sheen, spray bar or horn/fluke what you are using should always be above the water line. this also aerates the water.
