it's normal but to lessen the shock of moving to a new home, I will sometimes leave the lights off on the tank for a day or so, depending on the species.
Certain species will also tend to be more shy than others. I could drop a green sunfish into any tank and it would probably shrug and start exploring. But something like an angelfish is more prone to hide for awhile. But you'll always find a specimen or two that doesn't conform to the norm. I have a raphael cat that comes out every night at lights out and looks for food. I actually can sit there and watch him coast along the tank! So you never know how a fish will act until it's actually in the tank, you know?
