That's how I would do it.
But do you consider your present substrate "live sand" and what you have to be "live rock"?
If so, a more drastic rinse might be needed, because if, as mentioned above, there were many macro organisms present, and not totally removed by rinsing, they could potentially die in fresh water and create an ammonia spike.
Before adding fish, adding fresh water to the tank, and changing the water periodically every couple days for a few weeks should kill of the animals, and changing water and rinsing could remove them. This might also help cycle the tank, because as they die, ammonia would be released and jump start your new fresh water biological cycle.

Is taking all the rock out and doing a bleach dip then rodi soak a good idea or awful idea. Considering the die off factor
 
Thank you. I have been in the saltwater hobby since I was a young kid. Took a break during the college years and have had quite a few setups since. My favorite was a 120 long built into a wall in my old home. All saw was front glass from the family room.
 
I swapped my tank from reef to freshwater as well. I used bleach on the rocks for a day the REALLY rinsed them well with the hose on a pressurized setting to get all the gunk out of the crevices. I then stocked the tank with African cichlids which are beautiful and allowed me to utilize the rock. Check out the wetspot or davesrarefish for quality Africans at a good price :)

I set it up where it is basically maintenance free, drip system, auto feeder, lighting was still on its timer from the reef. The only thing I do is wipe down the glass and about once every 3 months or so vacuum out all the crud. It's ridiculously easy :) BTW your reef lighting will make african cichlids POP kinda like the florescence of coral.
