Hes dark because of the substrate and hes not the dominant fish in the tank, jags turn black when theyr not the alpha

Some just have a naturally darker tone to them, it's also dependent like you said on hierarchical status in the tank,and a bunch of other variable. Could just be its young.mine had a similar pattern up until it matured
