I would build it out of plywood and then cover it with the pond liner, if you buy it big enough you might be able to put 2 layers.. my only consern would be when they start to breed... they like to dig, and might bit down on the pool liner and bite a hole right into it.. but oher than that.. I had 21 piranhas at 1 time they would breed and seem to hate each other, but hung out like they were cool.. but they would nip plants and stuff, I think some of the nipping was down when they got startled.. but I don't think you'll have a problem

I think the problem you might have though is heating it.. or maybe them jumping out.. but i don't really think there jumpers...

I dont like the pond liner idea. because they are loose and have folds that they could easily bite. Im thinking maybe a trough.

Id like to be able to move it eventually. The fiberglass is an option though. Wouldnt the fiberglass be pretty expensive for a decent pond though?

This is what I was going to suggest. It may be a bit more expensive but its a MUCH better option than the pool. It will last a LONG time as well, and will be much more sturdy and safe. How do you plan on filtering this? And heating?

Well it depends what size you are starting with. But if you are buying them as little guys I would go with like 50 and they will thin themselves out for sure.

I think the pirahna might be able to puncture it from a specific angle. What i would do is get 2x4's circle the in the circumfrence of the pond and staple some type of mesh to it to like make a bariiri betweeen the pond surface and the pirahnas teeth.
