right well ur guna get a pond/tank up and running so they will be in a better home soon.
get the water tested at a lfs (if they offer it) if not get a test kit, a high quality one at that.
they need air and quick, so go and get an air pump suitable for a tank of ur size and prob get 2 at least with the stock u have got in it.
my air pump broke one wknd i was away and killed all my fish, so try and do this quick.
will need a pic of ur pacus lip to see what it is, then we can advise u on a treatment for it.

I suggest you farm most of them out for a while so that your biological filter can recover,then get started on you big tank project,your going to need a few thousand gals to house that lot,for now they need moving out of that tank full of Ammonia asap,oh and dont feed again until the stock is vastly reduced.

if u can remove the fish then that would be more than helpfull. my lfs will take my fish if i need them to and will take them for holidays, so ring and ask if they will take them, if not just keep ringing around.
but if not do what i suggested as it should just help in the mean time.

Ideally these fish need mature water from a settled system,however if you have all those filters then you could hook them up to these tubs,make sure the outlet oxygenates the surface and cover them up otherwise they will jump out.Dont use pure tap water,mix it 50 50 with your tank water.
